Midwest floods - help needed, but not just Band-Aids

Looking at the unbelievable photos of the floods in Iowa and Wisconsin, you have to wonder about such extreme weather events. The Capital Times, based near some of the worst of the Wisconsin flooding, posted a thoughtful editorial yesterday, saying,

Floods are characterized as natural disasters.

But what man does defines the extent of the disaster.
